Elemental Fire is first mentioned in Spawn Issue #16. It is used by the beings on the Orbital Angel Station to embue Jason Wynn with the power needed to become Anti-Spawn. Not much is known about Elemental Fire, aside from the fact that more can be added to create a more powerful being, but at the cost of an extreme amount of pain. It is implied to be Heaven's equivalent to Necroplasm. In Spawn Issue #18, after Anti-Spawn's defeat, the beings increase the amount of Elemental Fire.
